Duties
You will serve in the Staffing and Classification Branch in a DEMO Working Capital Fund organization with assigned programs/projects such as Veteran's Programs, Schedule A, and Overseas Program.
You will perform or assist with the full range of services in the areas of recruitment, staffing, and placement.
You will research and determine appropriate nature of action and authority codes for various actions.
You will apply laws, legal codes, court procedures, precedence, legal practices and documents, government regulations, executive orders, and agency rules as it relates to Human Resources functional areas assigned.
You will make sound, well informed, objective decisions, perceive the impact and implication of decisions, and commit to action even in uncertain situations to accomplish organizational goals.
You will provide advice and guidance to managers, supervisors, peers, and sponsors on specific areas of assigned projects.
You will be responsible for managing the Drug Free Workplace program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector facilitating, coordinating, or advising on Human Resources (HR) recruitment, staffing, or classification functions to provide guidance to managers, other HR personnel, or employees in accordance with applicable HR laws, rules, or regulations.
FOR THE NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05/08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector performing Human Resources recruitment, staffing, or classification functions in accordance with applicable HR laws, rules, or regulations.
FOR THE NT-02: Your resume must demonstrate three years of progressively responsible experience, one year of which was equivalent to at least GS-04, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
The following education may be substituted for experience as follows:
FOR THE NT-04:
Successful completion of a Ph.D. or equivalent doctoral degree.
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
FOR THE NT-03:
Successful completion of a master's or equivalent graduate degree.
or
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
or
Successful completion of an LL.B. or J.D. that is related to the position being filled.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
FOR THE NT-02:
Successful completion of a 4-year course of study leading to a bachelor's degree.
