Data Scientist position(s) are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and rating and ranking do not apply.
Duties
This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available.
Vacancies may be filled for up to 6 months after the closing date of this announcement. Applicants may not receive notifications of referral status until the full 6-month eligibility period has elapsed.

Positions filled with applications from this pool will be placed into positions where data scientist duties occupy the majority of the work performed.
Serves as a data scientist in OGC, requiring technical expertise across the data life cycle. Leverages data tools, programming skills, data visualization, communication,
{CONT} and advanced analytical techniques to support OGC in providing legal services to the Commissioner.
Applies professional knowledge of data science, computer science, mathematical and statistical techniques, and methods to develop, interpret, and/or report quantitative information, trends, relationships and correlations among or within data sources.
Participates in planning and conducting complex, sensitive, high priority and/or confidential studies to resolve critical questions and issues which often require innovative solutions.

Minimum Qualifications: Grade 12:
Applicant must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include A) using data to evaluate policies, initiatives, and procedures, B) developing ETL algorithms, objects, and/or tools that are logically sound and scalable, C) using software and/or programming languages to explore, analyze data and test hypotheses, and D) working with senior analysts and stakeholders about project requirements, progress reports, findings, and visual outputs.

Such experience must include A) using data to formulate, implement, and evaluate policies, initiatives, and procedures, B) developing ETL procedures, algorithms, objects, and/or tools that are logically sound and scalable C) using software and/or programming languages to explore data, test hypotheses, predict outcomes, and inform decisions, and D) conferring with stakeholders, project sponsors, and executives about project requirements, progress reports, findings, visual outputs, and recommendations.
Experience must be Data Scientist related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, Computer Science certification), as appropriate. Your resume must provide sufficient experience and/or education, knowledge, skills, abilities, and proficiency of any required competencies to perform the specific position for which you are applying.
Additionally, applicants applying to the GS-12 & GS-13 positions must meet the following Individual Occupational Requirement (IOR):
A degree in mathematics, statistics, computer science, data science or field directly related to the position. Note: The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
A combination of education and experience. Note: Courses must be equivalent to a major field of study (30 semester hours) as shown in option 1 above, plus additional education or appropriate experience.
