Duties

You will serve as the Regional Technical Specialist, subject matter expert and technical advisor for all engineering aspects of the Mechanical Program throughout the regional Command. You will coordinate and direct the work of others in the timely execution of planning, consultation, design, and construction for all projects assigned. You will conduct comprehensive reviews and updates of project status for all Capital Improvements Business Line (CIBL) work the branch/division on a monthly basis or more frequently if necessary. You will consult on mechanical engineering matters and support the NAVFAC Chief Engineer and Technical Discipline Manager/Leader with criteria waivers, exceptions/updates, changes, and improvements to mechanical engineering criteria documents. You will serve as the Mechanical Technical Discipline Coordinator expert with responsibility for developing and implementing regional policy on mechanical engineering issues.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This position has a Selective Placement Factor for those applying for the Supervisory Mechanical Engineer (0830) position. The Selective Placement Factor is that applicants must hold a current registration or licensing as a Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement? ***NOTE: A copy of your current license/ registration must be submitted with your application in order to be considered for this position. A copy of a wall certificate with no expiration date is not acceptable. Along with the selective placement factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Integrating various disciplines to deliver expert advisory services and cost-effective, high-quality design and construction. Addressing and resolving highly challenging and complex engineering issues requiring novel solutions. Providing expert consultative services on mechanical engineering issues and related architectural and engineering activities for facilities construction. Applying government contracting processes, contractor selection, and project management principles, including budgeting and planning to execute significant projects critical to agency operations. Preparing and presenting high level reports/briefs on project status, including recommendations for solutions to problems involving project scope, funding, etc; and Providing technical consultant-level support for planning, design, construction, and environmental programs associated with complex HVAC systems, industrial, operational facilities, and equipment. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
