This position is in Facility Management Service, Boise VA Medical Center, Boise, ID. The position is that of a Painter WG-09. The Painter works out of the FMS Maintenance Shop under supervision of the Maintenance Shop Supervisor and is regularly assigned work in both Painting and Carpentry shop.

Duties

Major duties include but not limited to: Prepares surfaces for painting by scraping, smoothing, filling, mixing, and applying pre-coating agents. Surface preparation at times requires plaster or spackling compound. Prepares coating material by tinting, toning, matching, blending, and mixing various additives. Applies coating materials with any of the accepted trade devices, including those designed to give special effects, such as brushes, rollers, spray guns, tools, trowel, hawk, and graining devices. Ensures that the coating finish meets/matches texture, decorative thickness, and level requirements. Plans the utilization of material, tools, and techniques required, and completes the assignments with minimal advice and/or supervision. It is expected and required that the incumbent will be proficient in his/her ability to apply wall coverings other than paint and to ensure repair of same when needed. The incumbent must be able to prepare and perform "finish work" on doors as well as refinish all types of furniture. The incumbent is responsible for replacing missing or broken ceramic, mosaic, or quarry tile, and grouting the same; must cut glass to specific sizes for picture window replacement as well as the use of glazing compound when replacing windows. Incumbent will cut quarry tile to correct size using cement to set tile and grouting. Incumbent is required to assemble and dismantle scaffolds when necessary to complete assigned projects. He/she will periodically work from staging equipment to paint exterior surfaces. Incumbent may also be required to use powered lifting equipment to reach heights as much as 60 feet to reach the tops of structures. Incumbent is required to move furniture, furnishings, patient beds, and other types of furnishings in preparation of assigned tasks, of which moving equipment may not be available. Heavier items that require additional help will be coordinated with the immediate supervisor. Incumbent is required to be proficient in taping and mudding for surface preparation prior to final surface covering. He/she also prepares and supplies templates for painting signs, posters, or special designs. Work Schedule: Sunday-Thursday, 07:00am to 3:30pm Position Description Title/PD#: Painter/PD60678-0 Physical Requirements: Continually handles objects weighing up to 9 kilograms (20 pounds) and occasionally handles objects weighing up to 23 kilograms (50 pounds). Frequently works in awkward and cramped positions. Work is performed on ladders, scaffolds, and powered lifting equipment. Incumbent is required to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. He/she may be exposed to toxic fumes, gases, and airborne particles in the performance of their duties. This exposer may adversely affect pulmonary function. The wearing of a protective respirator that will reduce the pulmonary damage is mandatory when working in areas where toxic exposer is a possibility. A baseline pulmonary functions test is required prior to the use of a respirator.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Have the ability to perform Painter duties without more than normal supervision. Duties include knowledge and experience in accepted surface preparation, coating, and like techniques. They must have the ability to remove scale, rust, dirt, and all types of old paint to enable proper adherence of coatings. The incumbent must be capable of constructing and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; able to obtain finely smoothed surfaces with abrasive compounds; able to smooth out dents and scars by burning in process and able to execute with detail the treatment of all surfaces with precoating agents, including cement and plaster. He/she must be proficient in matching, tinting, toning, and blending of coating materials. The incumbent must have the ability to effect delinquency of coating materials without leaving roller boards, brush marks, drips, runs, or skids. Must possess the skills needed in using oil coating, marbling, or matting. Required to follow written instructions ranging from handwritten notes to directions related to solvents, paints, varnishes, epoxy, Teflon, paint removers, alkali and phosphate compounds, pickling mixtures, and anti-growth agents. Must be skilled in the use of brushes, rollers, spray guns, trowel's, screens, straight edges, viscosity testers, graining devices, and thickness gauges. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
