The position serves as a Management Analyst in the Office of the Director. Through research and data preparation, analysis, and presentation in programs such as SalesForce, Tableau, Excel, and SharePoint, develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments.

Duties

Major Duties: The duties below will be performed under the guidance of a supervisor or higher-level employee: Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings, develops such recommendations by securing, organizing, and analyzing pertinent data through available sources; has expertise in using such such sources/platforms where data is housed and available, i.e. SalesForce, Tableau, Microsoft Excel, SharePoint, and others. Evaluates, processes, and makes recommendations for effective organizational changes. Recommends areas and methods by which efficiency of operation can be improved and develops training to implement. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures. Serves as a liaison between VBA District Offices and the RO, coordinating and facilitating initiatives that require team cooperation and action. Regularly apprises the Director of initiative status and recommends when intervention is necessary, providing sound advice and guidance to station management in achieving the RO's objectives. Provides support for innovative programs aimed at highlighting and improving mission effectiveness; maintaining, adjusting, and recommending short- and long-term plans as required by changes or evolution in mission and objectives. Utilizes statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director(s). Reviews initiatives, measures the RO's performance toward initiatives and advises the Director of corrective action to be taken to meet initiatives. Assists in the formulation of action plans to track RO progress with respect to implementation goals and facilitates work or program reviews to improve results. Responsible for continuous communication of results to Director and other Management. Establishes study methods and techniques to be utilized in substantive program studies and audits. Develops and employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs. Gathers and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Interprets findings resulting from studies that are independently developed. Completes analyses of data and identifies administratively significant findings. Analyzes and evaluates, on a quantitative and or qualitative basis, operations in meeting established goals, measures, and objectives; analyzes and preparing status reports for review at all levels. Analyzes and evaluates on a quantitative or qualitative bases, the effectiveness of administrative functions, training and operations in meeting established goals and objectives. Prepares for the Director's review and signature, a variety of memorandums, letters, and other written communications. Works with the Training Manager by assisting in the preparation and review of the training program. Works with HR Specialists in the formulation of plans and activities to support project implementation. Also, assists in ensuring that necessary resources are available. Participates in meetings with union and staff to identify potential problem areas and ensures that managers have the necessary information to communicate changes and their impact to staff. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 level position, you must have served 52 weeks at the GS-07. For a GS-11 level position, you must have served 52 weeks at the GS-09. For a GS-12 level position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Also, provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional non-award SF-50 (i.e. WGI, promotion, conversion), that clearly demonstrates one year time-in-grade. If you previously held a higher grade, you must also submit any SF-50 showing that grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience is defined as minimal knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; and basic experience conducting detailed analyses of complex issues, organizational principles, project management and researching, and basic information exchange in various methods and styles such as writing, presenting and utilizing various software and technological platforms. OR, Education GS-9: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. Note: Transcripts Required. OR, Combination GS-9: Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-9 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Your transcript must be submitted with your application if you are basing all or part of your qualifications on education. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: Transcripts Required. Education

There is no educational substitution at the GS12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items such as papers or books. No special physical demands are required to perform the work.
