About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland.

Duties

Develops testing and evaluation capability integration plans to decrease risk and align outcomes with agency/DoD cyberspace program objectives and priorities. Identifies capabilities development and Test and Evaluation efforts for which the Command will retain direct management responsibility, as well as activities that must be conducted in conjunction with external partners. Monitors and evaluates the activities of matrixed command-wide development and/or acquisition project team members to ensure continuity of purpose and consistency of Test and Evaluation efforts. Briefs leadership and end-user communities (i.e. command operators and Cyber National Mission Forces) to ensure understanding of broad agency ramifications of Test and Evaluation findings which may yield information relevant to current strategies. Oversees near- and short-term tactics, techniques, and procedures development efforts as well as strategic Test and Evaluation plans associated with the long-term evolution of rapidly changing cyber capabilities Establishes new technical approaches to developing unavailable Test and Evaluation capabilities and justifies investments in these tools. Negotiates agreements regarding which elements will fund and pursue the design/development of high-priced cyber operational capabilities and Test and Evaluation assets that could subsequently be shared by partners.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position is a Test Designated Position (TDP). Pre-employment and periodic random drug tests are required.
  • The employee will be required to work other than normal duty hours which may include evenings, weekends, and/or holidays in support of exercises and crisis planning.
  • Recall to duty, overtime, and/or emergency overtime may be a requirement of this position.
  • Work may occasionally require travel away from the normal duty station (up to 25%) on military and/or commercial aircraft.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Incumbent will be required to submit to the administration of a counterintelligence polygraph and must satisfactorily pass such examination as a condition of employment.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

One year of specialized experience which includes: 1) Developing project management plans for cyber test and evaluation capabilities; 2) Recommending ways information technology can contribute to organizational success; 3) Identifying deficiencies in test and evaluation capabilities; 4) Establishing new technical methods for test and evaluation development. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
