About the Position: Serves as a Regulatory Program Assistant in the Regulatory Division for the New England District. This position will work under the supervision of the Regulatory Branch Chief, entering data, answering questions regarding program and application procedures.
Duties
The incumbent will work for the Regulatory Division as a Regulatory Program Assistant under supervision of the branch chief. You will perform the following duties:
Prepare decision documents, permits, and authorizations for regulatory projects.
Enter permit information into the OMBIL Regulatory Module (ORM) System.
Provide administrative support to regulatory project managers.
Provide general office clerical duties for the Regulatory Division.
Maintain inventory and accountability of office supplies and equipment.
Answer routine questions regarding the regulatory program and permit application process.
Assist project managers with jurisdictional determinations and compliance inspections.
Process time and attendance and prepare travel orders for office staff in the Corps of Engineers Financial Management System (CEFMS).
Assist with the development and management of the Regulatory Division Budget.

GS-05:
One year of specialized experience includes meeting all of the following: 1) Utilize computer software such as, Microsoft Excel, Microsoft Power Point and/or Microsoft Word to create reports, presentations, or spreadsheets; and 2) perform general clerical duties such as, filing, typing, copying, mailing, phone correspondence, and/or scanning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
Candidates may be advanced without time restriction to positions up to GS-05 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
GS-06:
One year of specialized experience includes meeting all of the following: 1) Perform administrative duties such as, processing time and attendance records and/ or preparing travel arrangements; 2) prepare, edit, and/or format documents and letters; 3) maintain an electronic database in order to gather correspondence and/or compile reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
GS-07:
One year of specialized experience includes meeting all of the following: 1) Assist in making jurisdictional determinations and/or performing compliance inspections on assigned projects; 2) perform administrative functions to include; processing time and attendance records and/or preparing travel arrangements; 3) maintain an electronic database in order to gather correspondence and/or compile reports; 4) respond to inquiries from stakeholders such as, federal, state, and/or local agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS).
