The primary purpose of this position is to serve as Vehicle Management Flight Specialist and units point of contact of continuity for Fleet Management & Analysis. Responsible for daily management, planning and controlling of all aspects of the Vehicle Fleet Management program.

Duties
Serves as the focal point for the planning, management, and coordination of life cycle logistics in support of all General Service Administration (GSA), leased vehicles and Government Owned Vehicles (GOVs).
Executes a comprehensive Vehicle Management Program. Independently plans, organizes, and directs the workload to achieve squadron, Wing goals, objectives, and regulatory compliance requirements.
Performs Fleet Management and Analysis; plans, schedules, monitors, and analyzes maintenance requirements for vehicle assets assigned to JBLE.
Represents the Vehicle Management Flight at installation and functional area meetings and working groups.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Transportation Specialist Series, 2101.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of practices and procedure and the established regulations, requirements, and techniques related to a transportation functional program. Knowledge to perform independent work involving specified segments of large projects or well-defined projects of lesser scope that require the application of standardized traffic management methods and procedures. Knowledge of the unit mobility transportation regulations to analyze and resolve problems of a procedural or factual nature, e.g., determining mode and carrier according to priority assigned shipments or consolidating shipments to achieve economies in the packing and movement of material and the movement of passengers.

EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Explicit knowledge of a wide range of federal, Air Force, Army and Department of Defense (DoD) agency logistics concepts, principles, practices, procedures, regulations and law applicable to a full range of vehicle management responsibilities. Work requires considerable aptitude in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues and or problems.
2. Knowledge of a range of contracting procedures including development of performance work statements, source selection plans, performance evaluations, reports and budgets.
3. In-depth knowledge of vehicle rental, leasing, and reimbursement programs and ability to determine legalities in evaluating customer requirements for short and long-term commercial and General Services Administration support.
4. Skill to clearly and concisely communicate effectively both orally and in writing, analyze issues, formulate solutions and negotiate complex issues with technical accuracy, and maintain good working relations.
5. Ability to analyze, plan, and adjust work operations to meet program requirements, deadlines and objectives for areas of responsibilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
