The Equal Employment Manager is responsible to manage the Equal Employment Opportunity (EEO) Program for the Director of the VA Boston Healthcare System (VABHS). The duty station is the Brockton Campus but travel to the Jamaica Plain and West Roxbury campuses and community based outpatient clinics (CBOCs) may be required.
The EEO manager for VABHS serves a population of over 5,000 employees in over 150 different occupational series covering all types of positions.
Duties
The incumbent provides expert advice and primary staff support to top management in carrying out the continuing policy and program of non-discrimination and affirmative action. The review and advice functions concern systemic problems as well as individual problems that require the manager to provide continuing leadership, coordination, and technical expertise to ensure the effective management of the program for the Director, the facility management and the employees. This includes planning and implementation of the MD-715 report and plan, Affirmative Action Program, Minority and Female Recruitment Programs, the EEO complaint procedures, and the Alternative Dispute Resolution program. Responds to sensitive and complex charges of discriminatory employment practices based on age, color, religion, disability, reprisals, sex and/or national origin filed against the Department of Veterans Affairs. Duties include but are not limited to:
Plan, organize and carry out EEO reviews covering management policies and operations.
Make recommendations for changes or new actions to the Medical Center Director, supervisors and the staff of the Medical Center
Monitors program indicators for quality and effectiveness
Reviews, prepares, coordinates, issues and monitors affirmative action reports and efforts.
Advises all staff and managers on problems or barriers affecting the promotion, development, training, and recruitment of minority, female and underrepresented persons.
Gives briefing, as appropriate, on problems or trends regarding minorities, women and disabled veterans.
Designs and implements the organizations efforts to recruit and retain more minority, female job applicants and disabled veterans.
Provides advice and counseling to employees, applicants, and managers on issues of discrimination, diversity, and inclusion.
Coordinates response to informal and EEO complaints.
Participates in the selection and training of and serves as the technical advisor to the facility's EEO committee.
Coordinates and arranges for mediations and facilitations to address workplace disputes and EEO matters.
Develops and provides training on EEO and diversity topics to wide audiences.
Work Schedule: Full time - Monday - Friday 7:00am - 3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . Management of program(s), experience with different employment systems, enforcing policies and programs of non-discrimination and affirmative action, investigating sensitive and complex charges of discriminatory employment practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary. Some travel is required. No other special physical demands are required for the work.
