Duties
This position serves as Chief, Lands Group for the Provo Area Office (PAO).
- Responsible for negotiating with construction personnel, water district and water user representatives, landowners, and utility company representatives.
- Oversee the preparation of land purchase contracts, grants of easement, contracts for electric transmission lines, donation deeds, Quitclaim Deeds, other conveyance instruments, crossing agreements, relocation contracts or agreements, and land plats and descriptions for public lands to be withdrawn.
- Facilitate the oversight and progress on Geographic Information System (GIS) efforts for the Lands Group and assists with the overall GIS program for the PAO.
- Review License Agreement features such as bridge crossings, pipeline, and utility crossings, etc. for adequacy and accuracy prior to be sent for signatures.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service having demonstrated experience with three of the following duties: 1. Establish and maintain relationships with others; 2. Experience working on land management activities including but not limited to: land use authorizations, acquisition and disposal, boundary line disputes, etc.; 3. Mentoring coworkers or employees; 4. Federal and State land laws; 5. Encroachment and/or trespass issues; and 6. Researching lands documents such as titles, deeds, plat books.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
