The primary purpose of this position is to serve as the deployment planning program analyst and subject matter expert. Applies Air Force military experience to direct, plan, determine necessary policies, regulations, directives, programs, and procedures for establishment of major command programs related to Expeditionary Air Force and Special Operations integration of deliberate and contingency war plans.

Duties

Applying Air Force special operations experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command Expeditionary Air Force (EAF) requirements. Documents planning and procedural decisions while participating in strategic and time sensitive EAF planning to improve organizational direction and meet USAF and Joint requirements within resource constraints. Analyzes the design, development, and population of selected deliberate/contingency plans related databases. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other HHQ functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned initiative(s).

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign military sales, acquisition, PPBS, special operations, or similar operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, foreign military sales, acquisition, special operations, rescue, or similar operations. Knowledge of a wide range of operational and logistical command level plans and programs related to conducting Aerospace Expeditionary Force major operations within the Deliberate Planning Process and Air Force Special Operations expertise as it applies to Crisis Action Planning. This includes Joint Phases of Deliberate Planning, and Roles and responsibilities of Joint Planning and Execution Community. Skilled in operation JOPES/GCCS systems to include JOPES Functions supporting deliberate planning, JOPES Functions supporting crisis action planning, JOPES business rules, and Time Phased Force Deployment Data. Skilled in operation of DCAPES systems to include DCAPES functions supporting deliberate planning, DCAPES functions supporting crisis action planning, and DCAPES business rules. Skill in the application of Air Force career enlisted aviators (e.g., DSO, TSO) supporting Air Force special operations as it applies to EAF planning. This includes expertise with AFI 10-400 and AFI 10-244. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IA W, DoDI 3020-42, Defense Continuity Programs. Overtime or periodic shift work may be required as workload demands and, in some cases, may occur with little to no notice due to urgency of time sensitive issues. Requires flexibility to work other than normal duty hours, which may include evenings, weekends, and/or holidays. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
