Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience that demonstrates expertise applying a wide range of advanced staffing and placement concepts, principles, practices, laws, and regulations; understanding of the interrelationships of personnel management functions sufficient to provide management advisory services and authoritative policy interpretations on difficult and complex organization-wide staffing and placement program issues.
Extensive experience with performance management and other civilian personnel management concepts, laws, rules, principles and practices to be able to research, interpret and design civilian personnel policies and programs that affect the entire organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
Customer Service (*) - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Recruitment/Placement - Knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.
