The Market Development Division is responsible for the administration of marketing orders and agreements, national research and promotion programs, and regulations for the domestic production of hemp.
The Chief oversees the Compliance and Enforcement Branch and has primary responsibility for planning and administering marketing order program compliance, litigation coordination for enforcement purposes, and coordinating compliance program reviews.
Duties
The duties may include, but are not limited to:
Supervises the day to day operations for a staff of highly trained Compliance and Enforcement Specialists.
Participates with the Director in the overall formulation of staff policies, programs, and activities, taking into consideration how they relate to the attainment of Agency-wide goals.
Assesses, develops, and revises existing policies and procedures concerning program compliance and litigation activities.
Plans, organizes, coordinates, and directs all Division activities with regard to compliance proceedings for marketing agreements and orders, section 8e, Export Fruit Acts and peanut quality standard.
Directs activities related to compliance program reviews of administrative committees to determine the adequacy of management controls and soundness of program management.
Provides guidance in designing and implementing a compliance and enforcement program to monitor compliance with laws, regulations, policies, procedures, and agreements,
Serves as Division liaison for all investigations and audits ensuring that cooperative relationships with external review organizations
Develops compliance training programs.
Represents USDA at meetings of industry groups and others to explain USDA policies and procedures.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Developing agency-wide policies, procedures, and strategies.
Providing technical advice, guidance, and recommendations to agency management and other senior agents, officers, or inspectors on critical operations.
Making recommendations which change the interpretation of laws, lead to new case law decisions, or influence the development and modification of significant policies or programs.
Promoting enforcement philosophies and principles and developing new approaches for dealing with precedent-setting cases.
Supervising a multi-disciplinary workforce to ensure compliance, promote national uniformity, and to enhance the integrity of an enforcement program.
Note: There is no education substitution for this grade level.
