About the Position: Serve as a Program Analyst responsible for a variety of program analysis and related functions. This position is with the HQDA G-3/5/7 Strategic Operations, located at the Pentagon, Arlington VA.
Duties
Defend and justify all resources related actions for the network portfolio of the Training Program Evaluation Group (PEG).
Implement immediate and long-range goals, objectives, plans, and schedules to meet substantial changes in legislation and/or funding.
Summarize a large variety of information regarding the network portfolio’s programmatic needs, total system capabilities, and requirements.
Prepare various programming and budgetary documents such as the Budget Estimate Submission, Defense Planning Guidance (DPG), the Army Plan, and the formulation of the Army Program Objective Memorandum (POM).
Identify resource trade-offs associated with training programs and goals intended to adequately support programs at desired levels of readiness meeting approved total national defense objectives and goals.
Represent the Army at conferences and meetings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty travel (TDY) up to 10% of the time may be required.
- Applicant selected for movement into positions covered by the Alcohol and Drug Abuse Prevention and Control Program must sign DA Form 5019-R.
- Selectee must pass urinalysis testing as required prior to appointment and periodically thereafter.
- Position is subject to random drug testing IAW AR 600-85.
- Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information Security Clearance.
Qualifications
Position may be filled as a term appointment NTE 3 YEARS. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years).
Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
