You will serve as a SUPERVISORY PUBLIC AFFAIRS SPECIALIST in the PUBLIC AFFAIRS OFFICE of NAVFAC SOUTHWEST.

Duties

You will plan, design, and execute both internal and external information programs. You will analyze and evaluate command program to advise upper management of the information that should be made available to the public. You will establish and maintain effective working relationships with representatives of print and broadcast media and national organizations interested in command activities. You will evaluate public affair problems generated as a result of public reaction to NAVFAC Southwest programs and projects, and develop public affair solutions.

  • You will be required to possess and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of communication principles, methods, practices and techniques of communication that enable employee functions as one of the organization's technical authorities on public affairs issues, analytical methods and interpersonal relations practices; 2) Developing and executing plans for dissemination of written and oral information about command, command activities, and must be able to direct overall public affairs to convey complex information that affects the entire command; 3) Establishing and maintaining effective working relationships with news media organizations, national and regional civic, business, professional, educational and military groups, community leaders and private organizations to establish and enhance intercommunication between the Command and its audiences; 4) Preparing content and materials that explain or describe the mission of the Command, accomplishments, policies, programs and initiatives (i.e. news releases, web content, audio, video, social media channels, fact sheets, feature stories, background statements, special reports); and 5) Assembling information kits, editing informational materials drafted by higher HQ public affairs specialists on high profile issues, releases videos, photographs and/or feature stories to the news media, coordinating media interviews with Command subject matter experts and arranges news coverage of newsworthy events.
