Duties
The primary purpose of this position is to provide protection of life, property, preservation of civil rights of individuals, including prevention, detection, and investigation of incidents and crimes committed on or adjacent to Federal property. .
Duties performed:
Conducting law enforcement investigations and documenting actions within the appropriate FPS (Federal Protective Service) case management system.
Identifying threats, vulnerabilities, consequences and recommending countermeasures to keep persons and property safe.
Overseeing and managing the regional Facility Security Assessment (FSA) process to include analyzing problems, determining deficiencies, finalizing inspections, and taking corrective actions.
Assisting leadership in developing solutions to major protective security problems.
Serving as the Continuity of Operations' point of contact for external stakeholders to ensure risk management services are communicated effectively.
Qualifications
Specialized Experience:
GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Reviewing Regional Operations Plans to determine impact on existing security programs; and
Providing protective measures to ensure a safe and secure workplace; and
Analyzing deficiencies in the Facility Security Assessment (FSA) process to determine appropriate corrective actions needed; and
Reviewing Facility Security Assessment reports from peers to ensure compliance with established procedures.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Additional Conditions of Employment:
ESSENTIAL PERSONNEL: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of unscheduled leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable). Incumbent may be required to work administratively uncontrollable overtime.
PRE-EMPLOYMENT DRUG TESTING: This position requires a negative pre-employment drug test prior to and throughout the appointment of this position.
RANDOM DRUG TESTING: The incumbent of this position is subject to random drug testing.
FIREARMS REQUIREMENTS: The incumbent will be required to carry a firearm while performing duties of this position and maintain firearm proficiency. The incumbent must satisfactorily complete (or have previously completed) the firearms component of the Uniformed Police Training Program (UPTP) as applicable. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.
LAUTENBERG AMENDMENT: This position is covered by the 1996 Lautenberg Amendment of the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
LAW ENFORCEMENT: As required, the incumbent must maintain law enforcement qualifications and proficiencies and possess law enforcement authority under Title 40 of the United States Code, Section 1315, and may exercise such authority to provide investigative and law enforcement services to customer' agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties.
MOBILITY AGREEMENT: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment.
MOTOR VEHICLE OPERATION: This position requires that the incumbent possess a valid driver's license, maintain a safe driving record, and demonstrate that they are medically qualified to operate a motor vehicle safely in accordance with the standards and procedures established in 5 CFR 930. Periodic verification of license and safe driving record will be required.
OCCUPATIONAL SAFETY AND HEALTH REQUIREMENT: The incumbent will be required to comply with all pertinent Occupational Safety and Health Administration (OSHA) requirements including use of all personal protective equipment (PPE) provided, in accordance with training, work instructions, and as required by the task at hand.
PRE-EMPLOYMENT MEDICAL REQUIREMENT: Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also, successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
TRAINING: Incumbent must meet the established experience, basic training and in-service training requirements established for the enforcement of police powers. Incumbent must successfully complete the designated, required training, which includes the basic Criminal Investigators Training Program, (CITP) at the Federal Law Enforcement Training Center (FLETC); Uniformed Police Training Program (UPTP), the Advanced Individual Training Program, (AITP), and the Physical Security Training Program (PSTP). Additionally, the selectee must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other recurring in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.
TOUR OF DUTY: Must be available for overtime and shift work.
TRAVEL: The incumbent will be required to travel frequently.
