About the Position: Position may be filled as a Term Appointment NTE 3 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.

Duties

Monitor the unloading, sorting, and temporary storage of hazardous cargo. Ensure proper actions are taken to protect the interest of the government and compliance by the Contractor with regard to contract provisions. Detect unsafe practices or other deficiencies found in loading or stowage and advise on ways to correct and expedite activities. Certify stevedore contract labor, the amount of cargo loaded/discharged and services rendered. Document the starting and ending of standby time, extra labor, and services performed under the contract/tariff provisions. Provide technical advice, guidance and instructions to nontechnical specialist concerning difficult assignments and problems encountered to assure successful execution of functions. Make on the spot decisions as to allocation of cargo to spaces other than shown on pre-stow plan due to information gained through receiving and shipping activities. Monitor the loading and discharging of vessels to ensure conformance to stowage, operational plans and terms of stevedore contract.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires employee to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Must obtain and maintain a Secret Security Clearance.
  • This position is designated Key. Please see "Additional Information" section for more information.
  • Must be able to obtain and maintain a valid state or government driver's license.
  • Must be able to obtain and maintain qualifications on various types of government owned material and container handling equipment.
  • A pre-appointment and annual physical are required.
  • Must be HAZMAT certified. Failure to obtain certification within six months of appointment may result in an adverse action.
  • Position may require rotating shifts and other than normal duty hours.
  • If appointed as a Contracting Officer Representative (COR), the employee is required to (at a minimum) complete the following online training courses: CLM 003 Overview of Acquisition Ethics and CLC 106 COR with a Mission Focus.
  • Employee must complete a minimum of 16 hours of COR-Specific training required every 3 years, or before assuming COR responsibility if the individual has not performed COR responsibilities within the previous 24 months.
  • Work conditions sometimes require the incumbent to work outside during all types of weather conditions.
  • This position has a Temporary Duty (TDY) or business travel requirement of 45% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans or authorizing necessary changes and preparing final plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: Transcripts required) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
