You will serve as an Environment Compliance Program Manager of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will manage assigned Environmental Compliance, Conservation, and Planning programs across the CNIC enterprise. You will develop and present clear and concise communications for leadership and subordinate commands with respect to applicable environmental program requirements. You will develop and generate headquarters policy, instructions, and guidance. You will provide program oversight including review and approval of technical project cost estimates being submitted for programming, budgeting, and execution. You will integrate across the CNIC enterprise to enhance planning activities to include military construction, homeporting, strategic laydown, real estate transactions, restoration and modernization of facilities.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating expertise and/or acting as a program manager for environmental media supporting the environment program director, these may include policy, water programs, and range support; Demonstrating planning, programming, budgeting, and/or execution process expertise or experience; Acting as a subject matter expert for assigned environmental programs; Demonstrating expertise to provide leadership briefing at the flag officer or general level; Tracking, monitoring, and/or reporting financial execution within headquarters and command wide.
