The position serves as a Purchasing Agent within the Procurement Department of the Pine Ridge Service Unit in Pine Ridge, SD. The incumbent performs procurement functions using simplified acquisition procedures; establishes Blanket Purchase Agreements, Purchase Orders, Delivery orders and credit card purchases for the Pine Ridge Service Unit. The position is supervised by the Supervisory Purchasing Agent.
Duties
Procures supplies, services and equipment utilizing simplified acquisition procedures.
Negotiates terms of purchase orders, analyzes pricing proposals, and prepares purchase orders, blanket purchase agreements and delivery orders for signature.
Provides technical assistance and training to the service unit personnel.
Reconciles errors with vendors and performs contract administrative functions associated with small purchase acquisition.
Processes ratifications of unauthorized procurements and processing of the same.
Qualifications

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate the following specialized experience as outlined below for the grade level(s) you are applying to. Any specialized experience must be equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the tasks as identified.
GS-07: One (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Applies acquisition laws, regulations, agency policies and procedures in purchasing process including post award administration. Communicates with vendors, staff and managers, resolving delay in delivery schedule, difference in price or quantity and equitable price adjustments. Prepare, submit and negotiate terms of purchase orders. Proficient with software programs to create final documents, retrieval of information for amendment or modification and reporting purposes.
GS-08: One (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Receives purchase requests, screens for completeness and relevance of information and for proper approval. Performs buying actions. Procures supplies, construction and equipment by appropriate methods. Negotiate terms of purchase orders, analyze pricing proposals and perform cost analysis. Provide technical assistance and training, conduct follow-up reviews and monitor progress of corrective actions. Knowledge of Federal Acquisition Regulation (FAR) related to small purchases.
GS-09: One (1) year of specialized experience equivalent to at least the GS-08 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Determine purchasing methods and strategies to be applied based on cost, urgency and availability of supplies and use of mandatory schedules. Identify qualified suppliers. Collaborate with bidders, obtain price quotes, evaluate offers, negotiate terms and conditions with vendors. Provide guidance within organization defining concise purchasing requirements. Serves as technical advisor; independently identifies and addresses problems and issues. Extensive knowledge of procurement regulations, policies, principles, methods and practices applicable to purchases of specialized supplies, services and equipment.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
