The following are requirements for appointment or placement as a Pharmacy Technician in Veterans Health Administration (VHA). Under the supervision of a pharmacist, pharmacy technicians perform routine pharmacy functions including filling, preparation and dispensing of prescriptions, sterile compounding preparation, management of automated dispensing equipment (ADE), inventory management and multiple types of customer contact services. Advanced pharmacy technicians serve in specialized roles.
Duties
Position Title: Pharmacy Technician-Inpatient Pharmacy
This position functions primarily in the inpatient care areas and the Pharmacy Service within the VA Medical Center. The employee practices as a Pharmacy Technician in the Inpatient Pharmacy of Roseburg VA Health Care System (RVAHCS). This area serves adult and elderly Veterans needing care within the RVAHCS during pharmacy hours. Working alongside the Pharmacist to ensure the correct medication is compounded, packaged, and delivered to the correct patient, provider, or automated dispensing system. Uses independent judgement performing the duties assigned.
Position Title: Pharmacy Technician Care in The Community
The primary duties of this position are performed in the Roseburg VA pharmacy. The incumbent is a certified technician, efficient, motivated, and customer-friendly, who, under the authority of the Site Supervisor, is responsible for the patient care assistance activities regarding the Care in The Community (CITC) Pharmacy program. The incumbent is responsible for ensuring that the daily work assignments in this area are completed in a timely, efficient, and customer-oriented manner. The incumbent also performs all processes and procedures involved with all program areas of the Pharmacy Service as requested.
Position Title: Pharmacy Technician Pharmacy Contact Center
The primary duties of this position are performed in the Pharmacy Contact Center
(PCC) of the Roseburg VA (Veterans Affairs) pharmacy. The employee is a certified technician, efficient, motivated, and customer-friendly, who, under the authority of the Supervisor, is responsible for the technical management of all patient care assistance activities regarding the PCC. The employee is responsible for ensuring that the daily work assignments in this area are completed in a timely, efficient, and customeroriented manner. The employee also performs all processes and procedures involved with all program areas of the Pharmacy Service as requested.
Work Schedule: 0700-1530, 0730-1600, 0800-1630, 0830-1700, 0900-1730, or 0930-1600

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education or Experience.
(1) None required.
(2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
(1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR
(2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Pharmacy Technician, GS-07
Experience. Candidates must possess one year of experience equivalent to the next lower grade level.
Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
(a) PTCB as a CPhT. OR
(b) NHA as a ExCPT.
Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work.
(b) Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.
(c) Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers.
(d) Ability to train developmental pharmacy technicians and students.
(e) Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution.
(f) Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases.
Preferred Experience: Current VA Employee, Pharmacy Technicians.
