About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US ARMY CYBER COMMAND, FORT MEADE, MD.
Duties
Develops and applies ORA-based analytical processes, methods, and tools to provide analysis, review, planning staff support, coordination, research, analysis, evaluation, document preparation, and briefings.
Collaborates with other team members to evaluate strategic guidance originating from higher echelons, then defines parameters for, develops, and applies ORA-based analytical models.
Contributes to integration of strategic assessment findings into the specific forms required by the DoD program planning process.
Defines a detailed program of incremental activities and milestones; and translates these requirements and objectives into specific projects plans, schedules, and deliverables.
Ensures all analytical approaches and findings are captured in forms that serve to document and justify the accuracy of results, and to capture work efforts/work products for the team’s and the Command’s knowledge base.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
- The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
- This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

Basic requirement: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by conducting in-depth analysis, evaluating decision-making data, and assisting in planning and coordination efforts. Analyzing operations research analysis (ORA) models and methods, defining assessment objectives, scope, impact, risks, and feasibility. Developing (ORA) based analytical models to identify and assess key implications for organization missions, roles, and responsibilities.
