The primary purpose of this position is to provide data management for the Daniel K. Akaka Veterans Affairs Clinic. You will analyze data from hospital-wide and service-level performance improvement programs into report and databases. You will also collect, analyze, and disseminate necessary data into appropriate graphs and reports.

Duties

As the Program Analyst, you will: Provide management and executive leadership with independently developed data and reports and objectively based information for making decisions on the administrative and programmatic aspects of the operation and management of the clinic Serve as primary resource of developing and maintaining several databases that are ultimately used to extract, sort, and quantify the appropriate data and compile them in a clear and concise report Track & analyze workload productivity, Veterans Equitable Resources Allocation (VERA), and expenditures Analyze financial data and preparation of reports for management with recommendations and explanation of trends, outliers, etc. Research and resolve complex issues with budget spreadsheets Prepare program and budget documents for all appropriations for requested funds Analyze new or proposed legislation or regulations to determine impact on medical facility programs Provide guidance and direction with performance measures, goals, and objectives Responsible for timely processing and reconciliation of all documentation including admissions, discharges, updating patient demographics into automated system, uploading of Veterans to Improper Payments Elimination and Recovery Improvement Act (IPERA) website, and accuracy of payment processing actions Coordinate with Facility state Veterans Home (SVH) program representatives to resolve problems and issues related to verification of SVH program eligibility and processing SVH applications and claims Serve as Medical Records Liaison for the administrative section of the clinic Active participant in a variety of committees Design and develop dissemination and training material, local standard operating procedures manuals, develop and utilize monitoring tools and provide for the implementation of Business Office programs through on-site education and training Compose memoranda, letters, reports, responses to inquiries, etc. Assist with labor mapping for the clinic Review taskings/suspense items that are tasked to the clinic Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 7:30-4pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 & for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-09: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: Experience in positions that required working knowledge of the computer system for entry and retrieval of data; Ability to locate and interpret appropriate applicable regulations; Knowledge of medical records, medical billing programs, and medical terminology; Gathering, developing, and interpreting data from various information systems; and Reviews reports, records, and provides statistical analysis for accuracy. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-11: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: Ability to locate and interpret appropriate and applicable regulations dealing with care, policies, procedures, and precedents regarding scheduling, clinic profiles, ambulatory data capture, workload and billing; Knowledge of insurance intake processes and specialized medical billing programs; Reviewing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions; Skill to evaluate and analyze processes and procedures with multiple variables; and Developing and implementing a training program to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related.
