About the Position: Serve as the Assistant Facility PM, assisting the PM in the overall management, control, coordination, and execution of the Atlantic Intracoastal Waterway (AIWW) Project in Chesapeake/Virginia Beach, Virginia and South Mills, North Carolina, and responsible for multiple facilities maintenance and asset management, implementation of the Environmental Review Guide for Operations (ERGO), and services contract support.
Duties
Responsible for assisting in the overall management, control, coordination, and execution of the Atlantic Intracoastal Waterway and facilities located along the AIWW project.
Serve as the AIWW point of contact for asset management, facilities and equipment maintenance (FEM) program, flood risk management (FRM) program, and coordinate and provide responses to data calls related to those programs.
Serve as the alternate Contracting Officer’s Representative (COR) for assigned facility services contracts and/or facility construction contracts.
Participate in pre-construction environmental, safety, and quality conferences with contractors; review and approve contractors’ progress schedules, and document execution of contractual requirements.
Serve as the primary point of contact for routine real estate actions at AIWW facilities in support of granting of real estate licenses, leases, and similar authorizations for non-federal entities to utilize federal government property.
Assist the PM with the coordination of the planning, design, cost engineering, construction, and environmental considerations, etc. for projects of considerable scope and complexity.
Oversee environmental compliance at the AIWW facilities to ensure alignment with Environmental Review Guide for Operations (ERGO) and coordinate internal and external ERGO assessments.
Work with the Real Estate Office to track both expiration of real estate agreements and special conditions on the agreements to ensure compliance.

Specialized Experience: One year of specialized experience which includes: Managing the asset and maintenance management program for an organization; Applying knowledge of planning, design, engineering, construction, real estate, and contracting to support navigation lock and bridge operations; Organizing details of multiple related subjects, issues, and situations to develop and present cost-effective, risk-based strategies to manage and maintain a particular set of assets; Analyzing contractors' requests for equitable adjustments and claims for assigned contracts to assist with Contracting Officer's decisions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
