Duties
Serves as Lead Financial Specialist providing financial management advice and performing duties such as training, monitoring work status, mentoring, and integrating the organizations strategic plan, mission and values into the work unit.
Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.
Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor.
Communicates team consensus and recommendations to the supervisor on actions affecting team and individual awards, rewards and recognition.
Interprets audit findings and analyzes the corresponding regulations and the impacts to auditable processes.
Analyzes policy changes to regulations directing functional area key processes and the impacts to auditable processes.
Provides analysis and assessment of Enterprise-wide initiatives, projects, or programs with strategic, enterprise or tactical impacts relative to the agency strategy.
Supports the Audit Readiness Strategic Initiative by providing professional accounting services, program management and broad operational remediation work for DFAS sites.
Selections made at the GS-12 level will be developmental in nature.
Requirements

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as (GS-12): providing support for financial/accounting systems; analyzing financial and accounting activities, processes, and business practices in order to recommend process improvements; reviewing financial/accounting systems to assess their efficiency/effectiveness; and assessing data integrity and performance metrics within an automated accounting system.
Time-in-Grade GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as (GS-13): providing financial and resource management analysis and evaluation to ensure long-range objectives are met and continuity of a financial organization's operations; acquiring and analyzing financial data to meet financial reporting requirements; planning and implementing process improvements relative to large-scale financial operations, policies, and procedures; and providing high-level financial operations expertise to leadership to help them carry out financial missions with allocated resources.
Time-in-Grade GS-13: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
