Duties

SUMMARY: The primary purpose of this position is to plan, organize, develop, implement, and monitor the Family Child Care Program to meet the needs of the community and ensure the health and safety of children. Assesses child care needs and child care options within the community. Provides on and off base community child care education and resource and referral services to families requiring child care. DUTIES: Performs a variety of complex assignments involving identifying installation and family needs, assessing the availability of child care locally, identifying gaps in available services, providing tailored information, and coordinating, advocating, and obtaining a variety of resources and services for installation personnel who require child care. Ensures Family Child Care Program policies and procedures are in place and followed; recruits new providers to support the mission of the program. Performs a variety of duties in support of the Family Child Care Program to include background checks, management of resources, establishment and maintenance of a resource-lending program, accomplishment of required reports, creation and maintenance of necessary documentation and files, and carrying out of public relations tasks. Provides training to Family Child Care providers on business practices, supervision and accountability, child abuse, identifying, prevention, and reporting fire, safety, and health regulations, child nutrition etc. Performs a wide variety of administrative duties related to Family Child Care, Expanded Child Care, Missile Care, Home Community Care, Deployment Care, Subsidy, Extended Duty Care, 24/7 Child Care, Air Force Aid Society Child Care for PCS/Volunteers, Respite Care, etc.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701 Community Child Care Coordinator Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: you MUST submit a copy of your transcript(s). OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: you MUST submit a copy of your transcript(s). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the principles, concepts, methodology, and practices of child and youth development to manage a family child care program. Knowledge of applicable regulations and policies to ensure family child care homes and providers are in compliance. Knowledge of criteria, methods, and practices used to evaluate qualifications and suitability of child care applicants and providers. OR EDUCATION: Successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: you MUST submit a copy of your transcript(s). OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have a combination of experience and education to qualify for this position and the computed percentage of the requirements is at least 100%. NOTE: you MUST submit a copy of your transcript(s). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings. Knowledge of child care regulatory requirements, policies, and practices. Skill in educating, counseling, and advising child care providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of child care providers. Skill in compiling, analyzing, and evaluating information; preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
