This Supply Clerk position is in Supply Chain Management services at the White River Junction VA Medical Center, located at the White River Junction, Vermont location. This position is full-time at 40 hours per week.
Duties
This Supply Clerk position is a subsection of the Storage and Distribution Section of the Logistics Service at the White River Junction VA Medical Center.
Duties include but are not limited to:
Primary responsibility of this subsection is to provide multifunctional administrative and paperwork management support services for all station activities, regardless of departmental jurisdiction.
Direct bearing on the operation support requirements of the section and this service and an impact on or affect essentially all operation activities Center wide.
Receipt and review of issues for compliance with directives, ensuring proper format or requests for proposed forms, form letters, and station overprint.
Ensure that the consent is appropriate for the distribution and use specified.
Receives and takes necessary action to process requests for local printing and distribution of authorized form, form letters, overprints, station circulars, worksheets, etc., for services/divisions of the VAMC.
Responsible for reviewing work to be accomplished regarding forms and publication, assuring it is in compliance with regulations, policies and procedures.
Conducts inventories, prepares requisitions, and manages stock and distribution levels of forms and form letters required for the operation of both a medical center and a regional office.
Responsible for checking the electronic mail on a daily basis.
Responsible for sending said mail for reproduction of necessary copies.
Manages the mail and forms control points, assuring sufficient funds are available for operations and making recommendations on cost saving measures.
Performs purchase card duties in support of logistics mail and forms room functions, and acts as a back-up for process stores ordering.
Required to be certified under the Purchase Card Training program and has limited purchase card authority not exceeding $3,000.00 per order for either open market items or for orders placed against established contracts.
Work Schedule: Full-Time, Monday - Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience:
You must have one year of general experience equivalent to at least the next lower grade GS-3 in the normal line of progression for the occupation in the organization. Examples of general experience would typically include, but are not limited to: progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, Ability to process all mail, receiving and out going, in a timely and accurate manner. Receives, pick-up, process, sort, distributes, and research "Critical", Time Sensitive, incoming/outgoing mail and understand the computer-enhanced capabilities of various equipment to be able to make minor format changes. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of education above high school.

Physical Requirements: Depending on the work being performed, long periods of standing and walking as well as, recurring lifting and carrying of moderately heavy packages is found in this position.
Work Environment: The work environment varies from a "production line" atmosphere to a specialty shop operation; to a storage/warehouse setting; to a distribution center arrangement; to an office setting. Most paperwork processing activities are performed in an office setting. Work is free of safety hazards.
