This position supervises the Energy Center; the physical plant consists of a central air-conditioning plant containing 4,000 tons of capacity with related equipment, three steam boilers with all associated equipment an piping, a Siemens energy management system to control and monitor operations of equipment throughout the Medical Center. The incumbent must ensure that all required maintenance and repair of these systems are accomplished through subordinate staff, or outside vendors.
Duties
Major duties include but are not limited to:
Directs the work of subordinates and utility systems operators, utility systems repair mechanics, and maintenance mechanics occupations at grades WG-05 through WG-11.
Responsible for supervising and training employees regarding varied capacities of the utility systems such as duty cycling, start/stop time optimization,, auto restart time-of day scheduling, peak demand limiting, maintenance work order generation, reset application, chiller plant optimization, enthalpy optimization, record log keeping of monitoring applications and alarm status of the multitude of programmable alarm functions throughout the physical plant.
Responsible for proper planning and scheduling of operators to have complete coverage of boiler plant and chiller plant 24 hours per day.
Responsible for planning preventive maintenance on all utility system components.
Ensures the proper operations and maintenance of the physical plant facilities through the employees assigned, makes sure that the boiler plant and air-conditioning plant (Energy Center) are operated as economically as possible while providing a safe, comfortable environment.
Has supervisory responsibility for Utility Systems Repair Operators and Utility Systems Repair Mechanics. Each occupation requires a different background of technical knowledge and in many installations these would be entirely different trades.
Responds to distinct emergency alarms systems and urgent plant repairs that control the overall air and heating temperature, and flow distribution for the entire installation.
Responsible for establishing a utility systems management program that meets all requirements of VHA and TJC
Work Schedule: Monday to Friday 7:00am -3:00pm .Subject to change based on the needs of the facility

Physical Requirements/Working Conditions: Must be able to climb ladders, crawl into tight spaces or areas, bend, stoop, and lift up to 50 pounds without assistance.
