Duties
This Transportation Security Specialist position is located in the Performance Analysis, Improvement, and Procedures (PAIP) Division, Requirements and Capabilities Analysis (RCA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Drafting, reviewing, proofreading, editing, and updating a variety of documents including regulations, standard operating procedures, management and operational directives, technical manuals, reports, memoranda, and briefing/issue papers that deal with technical, highly complex and controversial topics that support the Agency's mission.
Conduct research and analysis, evaluations, and studies of existing security policies and requirements, procedures, standards, and programs to ensure compliance with regulatory requirements affecting organizational screening processes using detailed technical knowledge and experience.
Lead the development and coordination of new and/or revised national policies, directives and standards, standard operating procedures, etc., governing security of all modes of transportation to promote the prevention of criminal acts against transportation modes including air piracy and other acts of sabotage.
Lead in the preparation and evaluation of management/technical reports including, but not limited to, statements of work to ensure compliance with security policies, protocols, or screening procedures as well as to address security vulnerabilities and gaps. Work is reviewed rarely, typically though status reports and a project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.
Collaborate with internal stakeholders within the office and serve as a point of contact for assigned activities.
Qualifications
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have 52 weeks of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Reviewing transportation security policies and/or procedure documents to make recommendations for improvement; and
Establishing metrics to monitor, track, and analyze operations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
