The position serves as the Primary Care and Mental Health Care Analytics Program Manager, in the Office of the Chief of Staff service, at the VA Palo Alto Health Care System (VAPAHCS). VA Palo Alto Health Care System is a major tertiary care referral center with three inpatient divisions and a network of seven community-based outpatient clinics (CBOCs).

Duties

The Management and Program Analyst serves as the Primary Care and Mental Health Care Analytics Program Manager who is ultimately responsible for providing healthcare analytic project improvements for Primary Care and Mental Health Care services. Major duties include but not limited to: Validates data by determining the direct clinical FTE time as defined by Decision Support System (DSS) definitions and non-PACT clinical time for each teamlet of a PACT team for all PACT teams in the facility and its substations (divisions). Creates worksheets in Excel to provide data for analysis create formulas and functions within Excel for calculation, create various graphs and charts from data collected, and create multiple worksheets in Excel workbooks. Will be required to work closely with the Primary Care and Mental Health Service Chiefs, clinical service chiefs, Directors of Community-Based Outpatient Clinics (CBOCs), Decision Support System (DSS) staff, VISN program managers and leaders, and VA Central Office headquarters and other managers to identify and maintain integrity of primary care systems and its data. Educate primary care and mental health teams on direct clinical FTE time, running reports analyzing intensity scores, making recommendations on various population groups and morbidity rates, and making recommendations when new PACT teams are needed. Monitors PACT team populations, maintains patient population within each PACT team including attrition. Calculates, adjusts, and monitors panel sizes, PACT staffing (direct clinical FTE), and space (rooms assigned) as described above which impact PACT procedures, processes, and systems and other decisions. Prepares national, VISN and Medical Center level reports using various systems and reports. Establish reporting system for panel size management for the facility, ensuring appropriate data is made available to PACT staff so they are aware of their progress, measurements, and improvements. Coordinates, collaborates, and determines Veteran patient panel assignments with counterparts throughout all VISNs and facilities nationwide if patient is already paneled. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-9. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: understanding of healthcare organizational structure, policies and procedures; customer service skills; preparing memoranda, letters, policies, procedures, and variety of reports, and provide guidance and training; computer skills and knowledge, and time management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a 1 full year of graduate level education. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of healthcare delivery systems; completing data reports and briefings; work independently and in a team; and advanced computer skills and knowledge. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate level education . You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary but walking between buildings is required. Work will involve some walking, standing, use of telephone, and computer keyboard.
