The Training Specialist works within the Training & Clinical section of the Health Administration Service (HAS) at the Loma Linda VA Healthcare System, and is responsible of developing, modifying, and administering training programs for all clinical and administrative staff with scheduling capabilities on areas such as; Electronic Wait List (EWL), Recall System, Vet Link Programs, Insurance Capture Buffer (ICB), Return to Clinic Orders (RTC), and Veterans Choice List (VCL).

Duties

Major duties include but are not limited to the following: Participates in all phases of training; development planning, implementation, teaching, evaluating and one on one training. Develop learning and instructional techniques; analyze, implement, evaluate and modify learning programs. Provide instruction on scheduling packages, eligibility and enrollment, means testing, customer service, service line initiatives, policies and directives. Audits scheduling for national monthly reports. Develop training curriculum to support operations of the Medical Center. Provides training to supervisors on developing SOPs, goals, etc. Reviews training competency responses in the all employee survey and works with HAS management and other HCS supervisors to address issues. Investigate and analyze adverse quality trends or conditions, and initiates corrective action. The incumbent assists managers and staff with answering questions about technical problems relating to scheduling packages, and works collaboratively in developing solutions. Identify areas needing specific training needs and developing modifying training to address local needs. Attend various committees and speak as the subject matter expert on scheduling processes. Trains on Ward Administration, admissions, special programs, ROI, ICB, and decedent affairs process. Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This position has INDIVIDUAL OCCUPATIONAL REQUIREMENT which is a basic requirement that must be met to qualify for entry into this job series, and it is something that cannot be waived. To meet the basic requirement for the Training InstructionOccupational series, applicants must demonstrate one of the following: Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR, Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education GS-09 as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include but are not limited to: Ability to design, evaluate, and develop programs, training plans, course methods, materials and aids, and training records; Demonstrated skill in oral and written communication with a variety of people from different backgrounds and different levels of understanding; Knowledge and skill in the use of computer equipment with a wide variety of software such as Word, Excel, PowerPoint, Outlook, Access, Internet, and databases to develop training aids and materials, extract and organize data, produce letters, memorandums, conduct data searches, and to prepare a variety of specific working documents and forms such as spreadsheets, databases, word processing, desktop publishing, graphics, and other similar projects; Knowledge and ability to write effective and clear Standard Operating Procedures (SOPs) pertaining to materials being taught to Organizational staff. Knowledge of an extensive body of the organization's rules and regulations governing confidentiality, including but not limited to the Privacy Act, Health Information Portability and Accountability Act (HIPAA), the Freedom of Information Act (FOIA). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of 1 full year of graduate level education. You may qualify based on your experience and/or education GS-11 as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
