This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) and Major Range and Test Facilities Base (MRTFB) in DOD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Pine Bluff Arsenal, Arkansas.
Duties
Organizes complaint data and provide trend analysis reports.
Advises managers and employees on complaints, rights, and procedures specific to Equal Employment Opportunity matters.
Prepares reports on effectiveness of the Equal Employment Opportunity program activities.
Develops alternative solutions for equal employment barriers.
Provides technical advice and guidance to Special Emphasis Program Managers (SEPM's) relative to identifying barriers and resolving conflicts.
Requirements

Specialized Experience for GS-11: I have one year of specialized experience which includes Resolving formal and informal EEO complaints; Providing guidance to leadership on solutions to equal employment barriers. Advising complainants on the informal counseling process. Advising required officials on results of pre-complaints inquires. Ensuring complainants documents are accurate before submission. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
