The primary purpose of this position is : ACQUISITION PROGRAM MANAGER trainee GG-07/09 grade with development through to a target position of ACQUISITION PROGRAM MANAGER, GG-1101-12. will receive will receive formal/informal/on the job training and assignments will become progressively more difficult in nature, outlined in a formal training plan.

Duties

This position is a developmental GG-07/09 Target GG-12 position. This position is being filled at the GG-07/09 grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GG-07 through GG-09 grade. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. The primary purpose of this position at the Target grade of GG-12 is: To serve as an acquisition program manager within the Cryptologic and Cyber Systems Division. To provide acquisition oversight and guidance on development, acquisition and sustainment across multiple branches, programs, activities, and diverse mission disciplines. Position Duties in a Developmental Capacity: DUTY 1: Implements program management principles on assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. DUTY 2: Plans, organizes, coordinates, and assesses activities of functional specialist including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. DUTY 3: Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to implement terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor. DUTY 4: Prepares and presents staff studies for presentation to the Program Director and other management officials.

Qualifications

The GG-07/09 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07/09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. This is a Targeted GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, under the Group Coverage Qualification Standard for Administrative and Management Positions for this series in conjunction with the Individual Occupational Requirements described below. EXPERIENCE REQUIRED GS-07: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the developmental, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles. OR EDUCATION: Successfully completion of 1 full year of graduate level education or Superior Academic Achievement (S.A.A.) higher level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed education and experience may be used to meet total qualification requirements for the grade levels. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management. Knowledge of business and industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of the Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. Skill in communicating, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions, and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
