This position is located with the Bureau of Indian Affairs, Western Region in Phoenix, Arizona. The incumbent will be responsible for representing the BIA in its interaction with Tribal, state and local governments, and other Federal agencies, as well as the application and implementation of overall policies and programs by local agencies.

Duties

Provides leadership for all Regional Trust programs to foster the effective conservation and utilization of all Indian resources. Maintains working relationships with Tribal councils, Native American leaders and organizations to learn their opinions and understand their attitudes on reservation or Alaska Native matters of importance. Responsible for review and appraisal of the various programs and activities within Trust Services that make up the total comprehensive trust program within the Regions jurisdiction. Administers the development, planning, and formulation of overall policies and procedures for the effective operation of Trust Services programs and development of standards. Provides position direction and implementation of departmental Equal Employment Opportunity objectives and fosters merit-based practices in the recruitment, selection appointment, training, and recognition processes.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions). GS-15 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-14 grade level in the Federal service. Examples of specialized experience include: working with Tribal councils and Tribal leaders to uphold and discharge the trust responsibilities of the Interior through public laws and regulatory requirements concerning natural resources, forestry and fire, and real estate services to include land consolidation, probates, minerals, lease compliance, and acquisition and disposals; & managing and coordinating activities of BIA trust programs to ensure that all program elements responsible for disbursing Federal funds or managing Federal trust property adhere to applicable statues, codes, treasury regulations, departmental policies, and BIA policies. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
