Duties

This position is located within the Department of the Interior, Office of the Secretary of the Interior (OS); Office of the Assistant Secretary for Policy, Management, and Budget (PMB); Office of the Deputy Assistant Secretary for Policy and Environmental Management (PEM); Office of Subsistence Management (OSM), in Anchorage, Alaska. At the full performance level GS-15 the major duties of this position include, but are not limited to the following: Facilitates decisions on work-related issues presented by subordinate supervisors. Collaborates with other peer positions within other DOI bureaus and other participating agencies. Evaluates employee performance as required for successful implementation and documentation of annual performance plans. Directs and oversees all Office of Subsistence Management (OSM) operations, including development of the annual work plan for both fiscal and operational goals; accomplishment reporting of fiscal and operational plans; annual regulation development; administration and support of the Regional Advisory Council (RAC); public involvement and public information and outreach obligations identified in the annual plans; fiscal spending plans, execution, and tracking of the annual budget; periodic program and office evaluation, including the Federal Employee Viewpoint Survey (FEVS) and subsequent implementation of recommendations; oversight of data management and computer support operations; and administration of cooperative agreements and contracts for services as appropriate for accomplishing work plans. Prepares budget justifications on provided work element guidance. Directs, guides, and coordinates the formulation of policies, plans, standards, procedures, and processes for the program in cooperation with the program's participating agencies and the RACs established pursuant to Title VIII, Section 805 of ANILCA. Oversees and coordinates program implementation through the five participating agencies and serves as chair of the Interagency Staff Committee composed of senior agency officials representing each of the DOI and USDA members, the public members, and the board chair. The Office of the Secretary of the Interior (OS) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-15: $162,362 - $191,900 per annum First time hires to the Federal government normally start at the lower salary range of the grade level. Relocation or Recruitment Incentive may be authorized. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as OS-6019-24-AW-175(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Requirements: A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education. OR C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above. IMPORTANT NOTE: You must submit your transcripts if you meet the Basic Requirements based on education. (2) Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Consulting and collaborating with key officials to develop and implement immediate and long-range organizational plans, processes, goals, and programs; 2. Analyzing the efficiency and effectiveness of programs, practices, policies, or regulations, and identifying matters requiring corrective action; 3. Exercising managerial duties and functions such as assigning and reviewing work, writing and implementing performance standards, managing employee issues and ensuring a diverse workforce; AND 4. Coordinating and implementing an interagency program. MUST MEET ALL.
