The primary purpose of this position is to serve as Supervisory Emergency Management Specialist and this position is responsible for the planning, organizing, directing and coordinating emergency response and programs for the VAPAHCS Emergency Management Program. Advises the Chief of Safety and Emergency Management Services.

Duties

Duties to include but not limited to the following: Service Administration: 25% Supervises, organizes, plans and coordinates various emergency response programs with Federal, state, and local entities. Guides crisis management planning and execution in the event of all hazards/threats affecting the Healthcare system and tenant organizations. Provides planning advice to the Chief of the Safety and Emergency Management Service and staff on policies, resolution of complex vulnerabilities and risk, crisis management, and possible threats to the Healthcare system. Emergency Management Technical Duties: 25% Develops, coordinates and executes Healthcare system level exercises to test compliance and readiness in accordance with published Emergency Management plan. Plans, Coordinates and facilitates the conduct of Healthcare system exercises, in coordination with all healthcare system staff, units, agencies, etc. to include tenant units/agencies. Plans, develops and administers vital Protection projects and programs of the organization and tenant units. Supervisory Duties: 25% Planning, coordinating, scheduling and reviewing work. Oversees daily operation, ensures that agency policies and priorities are being followed. Gives counsel and instruction to employees on both work and administrative matters. Interviews candidates for positions in the section. Recommends appointments, promotions and reassignments to unit positions. Identifies and provides for training needs. Policy Program and Procedures: 25% Conducts informal training of subordinates, approves all leave including vacation schedules, handles complaints, holds corrective interviews with employees and initiates disciplinary actions when necessary. Drafts exercise directives for all hazard scenarios or national emergency exercises. Develops and coordinates emergency exercises for continuity, consistency with requirements and work ability. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Physical Requirements: The work is mostly sedentary although some physical effort may be required to meet fieldwork requirements. Lifting 50 pounds, moving, pushing, performing decontamination as a member or supporting the FRDP team, building alternate care sites, etc. During emergency events, the incumbent would be expected to work significant extended hours, perhaps under very austere conditions. there will be walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to interviews, meetings and sources of information.
