Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Trade Transformation Office, Client Services Division located in Ashburn, VA; Baltimore, MD; Chicago, IL; and Long Beach, CA.
Duties
This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10) with promotion potential to $158,860.00 (GS-14 Step 10).
Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.
Major duties include:
Supervising and coordinating work assignments of client representatives, including assigning new clients, based on priorities and functional alignment of projects.
Evaluating performance of subordinates and providing advice and counsel on both work and administrative matters.
Answering technical questions and formulating responses to internal (CBP) and external (industry/trade) correspondence about the function and operation of CBP automated commercial systems.
Recommending system modifications and future development projects, such as automated tools and system enhancements, to help Client Representatives and other CBP users accomplish their jobs more effectively.
Planning and delivering job-related training for Client Representatives.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Answering technical questions and formulating responses to internal and external stakeholder correspondence about the function and operation of CBP automated commercial systems;
Participating in budget processes by defining projects according to the estimated resources necessary to accomplish organizational goals;
Recommending system modifications and future development projects, such as automated tools and system enhancements; and
Serving as a liaison to multiple information technology offices to coordinate client communication connections and to resolve outstanding issues impeding client set-up.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/11/2024.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.
Supervisory Training: All newly appointed first-time permanent CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include Supervisory Leadership Training (SLT) - three (3) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
