The primary purpose of the Program Specialist, HR Liaison position is to provide HR advisory services in all matters pertaining to human resources management and technical support for the regional office Human Resources office. Functions include, employee leave and benefits, recruitment and staffing, employee and labor relations, ensuring all actions are in accordance with agency protocols and regulations.

Duties

Major duties and responsibilities include, but are not limited to: Administrative - Assist the staff and managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently as possible. Implementations may require recommendations for changes in established process and procedures which help workflow of applicable sections. Assist with data reviews and analyzes data results, identifying any data trends and making recommendations for updating or creating new processes and procedures to help increase workflow. Reports are reviewed for completeness and accuracy prior to being forwarded for official review. In a developmental capacity, the employee assists in the duties for the following programs: Employee Engagement and Recognition Programs, and Performance Management. Work entails providing guidance and advice on assigned programs to improve employee satisfaction, provide meaningful employee recognition, and assist supervisor with Performance Management assistance. Provides technical advice and assistance and disseminates human resource information to organization. Review's classification standards, guides, to assist and coordinate classification assignments. Assist with the initial classification of individual position for submittal to the CCU. Aids supervisors and operating officials on the classification submissions and processes. Keeps abreast of new developments and regulatory guidance from higher authorities and provides interpretative guidance to subordinate regional activities. Provides advice and assistance on automated classification system eClass 360. Inputs and retrieves data from that ensures the accuracy of organization and position data and initiates corrective action when necessary. Coordinates program requirements with management and others as necessary. Prepares and presents reports and briefings on assignment status and/or recommended actions to appropriate individuals. Visits activities throughout the office to assist staff, supervisors and management officials as requested or as determined necessary by superiors. Recruitment/Staffing - Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources. Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Assists with guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing the organization and in improving employee productivity, morale, and retention. Coordinates analyses and recommendations with other HR Specialists as appropriate. Reviews and provides solutions to issues and topics where local factors contradict established policy or procedures. Attends required meetings and conferences and carries out special projects and/or assists in carrying out projects or portions of broader studies to resolve controversial issues of problems for the Brigade. Assists and corrects actions, provides advice and assistance on the operation of the Human Resources automated systems and reporting tools. Performs computer inquiries to extract management data from existing files. Incumbent is expected to manage and maintain full visibility over all RPAs from cradle to grave and provide advice/assistance in all stages of the recruitment process. Management Employee/Labor Relations - Under the direction of a higher-level specialist, the employee provides advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Gathers background information and does extensive probing and analysis to identify causes of misconduct and/or poor performance, select the appropriate penalty to ensure consistent and progressive discipline throughout the organization, and then advise managers. Provides advice and assistance on grievance procedures and options for resolution of conflicts or problems. Perform other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement 09/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: GS-09 Level: Applicants must have one year of specialized experience at least the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying and providing guidance on multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Labor Relations. Examples of specialized experience would typically include, but are not limited to: Assist employees with advice on a variety of rules, regulations, and practices pertaining to human resources. Provide guidance and explanations of the organization's policies, procedures, and guidelines to leaders and employees. Provide advice regarding appropriate levels on personnel actions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. You must have some specialized experience as described, but less than one year; and you have more than one year but less than two years of directly related graduate education. You have computed the percentage of the requirements, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (You must provide supporting transcripts.) GS-11 Level: Applicants must have one year of specialized experience at least the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying and providing guidance on multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Labor Relations. Provide advisory services to leaders and employees on a range of human resources concepts, laws, and policies; Assist leadership in solving a range of complex problems and issues; Participate in policy development groups or projects based on broad organizational requirements. OR, Education: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (unofficial transcripts required). OR, Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] GS-12 Level: Applicants must have one year of specialized experience which was at the GS-11 level and must have been held in the Federal Government. Specialized experience is defined as experience providing advisory services, quality review services, or experience drafting and approving standard operating procedures and/or other forms of regulatory guidance covering multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Employee and Labor Relations. Examples of specialized experience would typically include, but are not limited to: Provide advice and guidance in the areas of classification and staffing and recruitment; Defending agency actions in front of a 3rd party hearing (FLRA, MSPB); Experience as the chief negotiator in labor negotiations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary, however, there may be some physical effort such as standing, walking, bending, and/or carrying of light items such as files, books, and supplies.
