This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of the HIV/AIDS, Prevention, Care and Treatment Division, (GH/OHA/PCT), at the U.S. Agency for International Development (USAID).

Duties

Provide administrative and technical supervision necessary for accomplishing the work of the Branch; perform the administrative and human resource management functions relative to the staff supervised. Serve as an Agency expert spanning the HIV clinical cascade, including relevant service integration to reduce morbidity and mortality. Applies expertise to generate policy recommendations, interventions, and support Agency mechanisms. Provide intra-agency expert technical leadership, policy, and program guidance to USAID Pillar and Regional Bureaus, and USAID Missions. Develop HIV policies, strategies, and provide technical assistance to improve beneficiary outcomes. Provide advice and guidance on undefined issues and elements for programs essential to USAID’s mission, including both HIV treatment programs and novel epidemics or public health issues if/when they occur. Develop strategies for HIV and clinical service delivery programs. Participate in the development and documentation of long-and-short-range planning efforts, making recommendations that can be undertaken within available resource levels.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. This will prevent you from receiving further consideration. BASIC REQUIREMENT(S): Degree:Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training:Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital, or an institution accredited in the United States for such training. Additional Requirements for Grades GS-15: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: for GS-15 - 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training. SPECIALIZED EXPERIENCE: GS-15: In addition to the basic requirement, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Experience providing program leadership and staff management to advance goals, and program outcomes related to clinical HIV services for USAID, PEPFAR and/or U.S. government (USG) programs in low or lower-middle income countries; b) Experience in advising USG, host-county or external stakeholders in the field of clinical HIV services in low or lower-middle income countries; c) Experience with program design and management for USG or other donor funded activities relevant to clinical HIV services, including conceptualization for activity design and implementation in low or lower-middle income countries; AND d) Experience working with analytics, monitoring and evaluation, and dissemination of key findings, cutting edge methodologies, and best practices related to clinical HIV services. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
