Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an EQUAL OPPORTUNITY SPECIALIST, you will: Intake/Assess, investigate, conciliate, and/or resolves complex, highly sensitive and difficult allegations of discrimination related to housing, and employment. Conduct systemic housing discrimination complaints, which affect large numbers of minorities and women, or which have been in effect for a substantial period of time, resulting in institutional or flagrant housing discrimination patterns of practices. Interview complainants and witnesses to obtain evidence relevant to the allegation of discrimination. Assist in assessing program effectiveness by reviewing fair housing program plans for consistency with program objectives. Identify operational problems and recommends corrective action. Assist in developing fair housing plans and strategies to address industry policies and practices or to address areas where existing guidelines have not been effective. Conduct analysis, fact-finding, facilitation, and negotiation to bring about solutions to civil rights problems in a given locality using information technology and the fair housing planning process.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Experience investigating discrimination in housing, lending, or other real estate-related transactions; AND writing determinations/decision documents in such investigations, and bringing such investigations to resolution. OR - Experience in conducting research and analysis for development of an assessment of fair housing, equity assessment, or analysis of impediments to fair housing choice; including drafting final assessment of fair housing, equity assessment, or analysis of impediments to fair housing choice. OR -Experience conducting fact finding AND writing determinations/decision documents AND working toward resolution for investigations assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964 or reviews assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: -Experience investigating discrimination in housing, lending, or other real estate-related transactions. OR -Experience in conducting research and analysis for development of an assessment of fair housing, equity assessment, or analysis of impediments to fair housing choice. OR -Experience conducting fact finding AND working toward resolution for investigations assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964 or reviews assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964. OR Education: You may substitute education for general or specialized experience as follows: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentages must equal at least 100 percent to qualify. Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: -Experience investigating discrimination cases. (Including: party and witness interviews, document review, conducting on-site investigations, and analyzing evidence) OR -Experience in assisting in the development of a public housing authority 5-year plan or City/County/State consolidated plan. OR -Experience conducting fact finding for investigations that assess compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964 or reviews assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964. OR Education: You may substitute education for general or specialized experience as follows: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
