Duties
Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-9 or GS-11 will be developmental in nature.
Adapts and modifies systems and applications to meet requirement changes due to new legislation, revised regulations, or improved business practices.
Leads work efforts in the design, development, testing, evaluation, implementation, review, and, maintenance of systems or applications using Audit Command Language (ACL), Oracle APEX, COGNOS, or other programming software.
Identifies weaknesses and problems in financial subsystems and develops recommendations to improve effectiveness and efficiency.
Reviews operational capabilities and provides comments and recommendations for proposed changes, coordinating with subject matter experts and end users throughout the functional areas to determine the best method for accomplishing the system change.
Researches, analyzes, and resolves daily system and application problems related to system interface, database management, and processing cycles.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for the GS-09 level, GS-09 for the GS-11 level, or GS-11 for the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience to qualify at the GS-09 level is defined as:performing financial systems analysis in support of a financial mission and applying financial management principles as they relate to automated financial systems processing and operations.
Specialized experience to qualify at the GS-11 level is defined as: performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations; monitoring and testing financial automation systems; and analyzing daily system and application issues and recommending solutions.
Specialized experience to qualify at the GS-12 level is defined as: identifying, documenting and recommending financial systems requirements; recommending solutions to issues related to integration and data flow of financial systems; and designing, modifying, and enhancing financial systems utilizing multiple applications to ensure effectiveness and efficiency of operations.
Time-in-Grade for GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
Time-in-Grade for GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level.
