One position may be filled at any of the locations listed. The Property Management Specialist serves as the principal advisor in all matters related to the Federal Excess Personal Property (FEPP) and Firefighter Property (FFP) programs for the State of California and Hawaii. Duties

Interpret regulations in acquisition and disposal of Federal Excess Personal Property and Firefighter Property. Manage system access privileges to ensure appropriate property management system account access. Perform operational work in property management system of record and reviews data entries for accuracy. Provide training in databases and websites used in property management. Independently schedules and conduct analysis to ensure compliance with agency regulations. Provide technical and analytical knowledge in support of personal property management. Generate reports from property management systems to validate data entry and inventory of assets. Develop new inventory controls, procedures and policies to ensure property protection and maintenance. Prepare correspondence, reports and recommendations. Respond to inquiries of property management program areas.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-12: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Qualifying specialized experience is defined as two or more of the following: Provided and applied technical and analytical knowledge in support of the program areas; and/or Provided expertise, advice, and direction on the complexities and special requirements for the acquisition, disposal, cannibalization, demilitarization, transfer, and scrap disposal of FEPP aircraft and aircraft parts; and/or Monitored the overall effectiveness of the assets under the organization's purview to ensure optimal operation; and/or Approved and monitored the multiple step process for the disposal of aircraft and aircraft parts that require demilitarization per the Department of Defense (DOD) Manual 4160.28, volume 3. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
