Duties

Duties will be developmental in nature when filled below the full performance level. This position is located in Grand Canyon National Park within the Division of Administration. This position serves as the Housing Management Specialist located in the Division of Administration at Grand Canyon National Park. The incumbent serves as the entry level trainee under the direction of the Housing Specialist with primary responsibility for all housing management issues for the park and broad responsibilities for accomplishing the housing operation program. The work performed is designed to prepare the incumbent for increased responsibility in the operation and management of Grand Canyon government-furnished housing program, which consisting of 488 housing units for both required and permitted occupants in a widely dispersed national park environment. The incumbent reports to the Housing Management Specialist GS-11 and performs a wide variety of necessary budgetary, accounting, and other administrative duties that are central to the management of the division. Major Duties: Ensure timely implementation of rental rate changes; communicate those changes to tenants and ensure payroll deductions are updated accordingly. Maintain accurate financial data through central financial management systems and maintain historical record of rental rates and rate increases in a housing program. Work as a team member with facility maintenance staff to assist and help coordinate the contracted and in-house maintenance, repair, and rehabilitation of a large inventory of housing occupied both year-round and seasonally. GS-09: Serve as a Contracting Officer's Representative (COR) to manage housing related contracts including construction contracts for repair and rehabilitation of housing facilities. GS-09: Receive complaints and work to resolve complex tenant issues such as personal disputes between neighbors or co-occupants, issues related to pet policies, noise complaints etc. Salary Range: GS-07: $49,025 to $63,733 per year GS-09: $59,966 to $77,955 per year Area Information: This position is stationed at South Rim of the Grand Canyon National Park located in Northern Arizona. The South Rim is approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff, at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches. Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical, and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing.

Qualifications

All qualifications must be met by the closing date of this announcement-09/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience equivalent to at least GS-05 grade level in the Federal service (obtained in either the public or private sectors). Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include but are not limited to: Coordinating all check-ins and check-outs necessary to monitor occupancy and vacancies of occupants in housing units; assist with developing, evaluating, and making recommendations to management on plans and program management strategies concerning housing policy, service guidelines, and departmental requirements; receiving and processing tenant complaints or requests for repair or maintenance. You must include hours worked. -OR- EDUCATION: At least one full year of graduate education that demonstrates the knowledge, skills, and abilities in a related field such as business administration, economics, accounting, finance, governmental budgeting, or public administration. One year of graduate education is equivalent to 18 semester hours (or 27 quarter hours). You must provide transcripts. -OR- COMBINATION: I have a combination of directly related graduate education and experience. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours (or equivalent) of education by 18 hours (or equivalent). Add the two percentages. The total percentage must equal at least 100% to qualify for this position. For example, 6 months of the specialized experience (50% of the qualifying experience) and 9 semester hours of graduate study from an accredited institution (50% of the qualifying education), equals 100% of the total specialized experience requirement. You must provide transcripts and include hours worked. -OR- SAA: I have a bachelor's degree in business administration, economics, accounting, finance, governmental budgeting, or public administration and meet one of the following Superior Academic Achievement provisions: (1) A grade-point average of B or better (a GPA 3.0 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last 2 years of undergraduate study; (2) A grade-point average of B+ or better (a GPA of 3.5 or higher out of a possible 4.0) for all courses in my major field of study, or those courses in my major completed in the last two years; (3) Rank in the upper one-third of my class in the college, university, or major subdivision; or (4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. If you are using education to qualify, you must submit a copy of your college transcripts. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience equivalent to at least GS-07 grade level in the Federal service (obtained in either the public or private sectors). One year of full-time graduate education is considered to be 18 semester hours (or 27 quarter hours).
