You will serve as a Supervisory Postal Operations Specialist in the Regional Postal Center of the Supply Management Department of NAVSUP FLC NORVA GF.
Duties
You will plan, organize, and oversee postal operations within designated Official Mail Centers (OMC's).
You will provide subordinate staff with direction and advice regarding policies, procedures, and guidelines.
You will balance workloads and provide overall direction and vision to the subordinates of mail handling processes and administrative issues and the work to be accomplished.
You will provide technical expertise and guidance to subordinates regarding postal operations/program.
You will compose, prepare, and submit correspondence, administrative documents and reports pertaining to all postal matters, personnel management and other related administrative procedures.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
Qualifications
Your resume must demonstrate at least one year of specialized experience performing or leading mail management and postal operations work equivalent to the next lower grade lever GS-07 or pay band in the Federal Service or equivalent experience in the private or public sector applying a knowledge of postal and mail management policies, principles, and regulations and processes to ensure all incoming and outgoing mail is handled, controlled, and safeguarded. I have experience applying analytical and evaluative techniques to resolve problems associated with technical mail handling and processing functions. I also have experience training personnel on a variety of postal operations duties and mail services. Examples of specialized experience includes: 1) Provide technical guidance to resolve problems related to mail management, standing operating procedures and postal policy issues; 2) Assist in the development of records management, information control programs, USPS program surveys, preparation of reports and / or retention schedules; 3) Assist in the development of program guidelines and procedures for postal and mail service information systems and administrative procedures to identify records management and information control problems; 4) Utilize control measures to prevent unauthorized access or entry into mail facilities and the theft and / or destruction of all mail, equipment, secret and other highly sensitive items.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of progressively higher graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
GS-09 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
