Duties
Duties for the Administrative Officer, GS-341-11/12 include but not limited to:
Assists in developing budget plans and assists in formulating and projecting annual budget requirements for various expenditure categories, including equipment, supplies, travel, training, facilities maintenance, and related expenses.
Identifies and evaluates staffing needs, making recommendations to the Special Agent in Charge and OI Headquarters; prepares and reviews personnel action requests and ensures completeness; provides assistance to managers in developing information to document personnel action requests and follows up on action requests.
Reviews the regional fleet of vehicles with the SAC and works with OI Headquarters and GSA to ensure vehicles are appropriate for OI law enforcement needs. Coordinates rotation of vehicles with GSA and works with State Departments of Motor Vehicles.
Assists management in ensuring all regional staff are placed on appropriate performance plans; and tracks performance plans and end of year ratings.
Monitors the use and rate of expenditures of funds though an automated budget system, recommends reprogramming of funds when necessary and in coordination with headquarters staff.

Minimum Qualification Requirements For the GS-11:
Applicants MUST have 1 year of specialized experience equivalent to the GS-09 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Assists in preparing budget estimates or justifications for an organization; and 2) Assists in monitoring an organization's budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; and 3) Providing administrative support to an organization (e.g., procuring needed supplies or services, processing travel documents, initiating human resource actions, performance management tasks and awards processing awards.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Applicants must submit supporting transcripts if qualifying based on education.
OR
A combination of graduate level education and specialized experience as described above which can be combined to equal one year. To compute this, first determine your total qualifying experience as a percentage of the experience required under letter A above. (For example, 6 months of professional experience equals 50% of the experience requirement.) Then, determine your graduate education as a percentage of the education required under B above. (For example, 9 semester hours of creditable graduate work equals 50% of the education required.) Add the two percentages together. The total must equal at least 100 percent to qualify. The first 18 semester hours may not be credited towards specialized experience. NOTE: Applicants must submit supporting transcripts if any part of qualifications is based on education.
Minimum Qualification Requirements For the GS-12:
Applicants MUST have 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Formulating, justifying, revising and executing the office's budget and submits quarterly spending plans and monthly reconciliation reports reflecting actual expenses; and (2) Formulates and projects annual budget requirements for various expenditure categories, including equipment, supplies, travel, training, facilities maintenance and related expenses; and (3) Providing administrative support to an organization (e.g., procuring needed supplies or services, processing travel documents, initiating human resource actions, performance management tasks, submitting applications for high-level security clearances, and awards processing
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
