About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.
Duties
Assist in the development of spend plans.
Answering inquiries from internal and external organizations.
Advise and/or respond to management and senior leader inquiries.
Analyze and interpret financial management law, regulations, policies, and business processes.
Analyze and interpret accounting/budgetary information for single- and multi- year appropriations.
Perform budget execution and administration work involving the monitoring of obligations incurred and actual expenditures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain Secret Security Clearance.
- This position requires that you meet the requirements for Financial Management Level II certification within 24 months of placement.
Qualifications
WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Monitoring and tracking obligations and expenditures of budgeted funds; 2) Using automated accounting systems to process accounting transactions; AND 3) Developing, formulating, and reviewing single- and multi- year budget requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Business Administration, and Finance.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
