Duties

As Director of Logistics, Engineering and Force Protection at a DRU, plans, organizes, and manages the activities of the directorate, and serves as the primary advisor to the DRU Commander on logistics and mission support functional activities. As the USAFA Senior Engineer, represents the Superintendent with a variety of installation and mission support functional area organizations. Exercises supervisory personnel management responsibilities. Directs, coordinates, and overseas the work of senior civilian and military subordinates, setting and adjusting priorities as required. Implements new policies for the management of logistics, engineering, and force protection functional activities.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short-notice CONT'D

  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal CONT'D
  • CONT'D Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, “Screening the Ready Reserve”).
  • This is a Centrally Managed Position in the Civil Engineering Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can CONT'D

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Engineering Series 0801 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Logistics Readiness, Civil Engineer and Security Forces functions, operations, policies, procedures, and practices; Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Logistics Readiness, Civil Engineer and Security Forces functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. 2. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 3. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Knowledge of planning, programming, budgeting and execution cycles, financial systems, and restrictions on the expenditures of funds. 4. Ability to communicate effectively, tactfully, and diplomatically with others including four-star level and above and senior corporate executives, both orally and writing, to solve problems, answer work-related questions, define, and establish policies and procedures, and orchestrate mission accomplishment at unique Mission Elements. 5. Managerial ability to independently integrate, structure, organize, staff, direct, control, coordinate, plan, develop, design, formulate, and implement the major command programs and operations of the Directorate of Logistics, Engineering and Force Protection's wide range of program management, logistics, supply and transportation, engineering, and security forces mission areas. 6. Ability to develop, strategically plan, and program the analysis, evaluation, and implementation of new logistics technology management information and communication systems which complement the USAFA, USAF, USSF and DoD. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
