The position of Human Resources Assistant (Placement) is located with the Northern Plains Region Human Resources Office, Division of Client Services, Branch of Recruitment & Placement, Billings Area Office, Billings, Montana. The position reports to the Supervisory Human Resources Specialist.
Duties
Responsible to properly process a variety of assigned personnel actions in an automated personnel processing system.
Responsible to draft and post assigned vacancy announcements using an automated recruiting system or in rare instances hard copy.
Rate assigned applications for a variety of clerical, technical, professional and blue collar positions.
Prepare certificates of eligible qualified candidates and issue electronically to management officials for assigned recruits.
Respond to walk-in applicants and telephone calls who are interested in employment.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-06: One (1) year of specialized experience equivalent to at least the GS-05 grade level.
GS-07: One (1) year of specialized experience equivalent to at least the GS-06 grade level.
GS-08: One (1) year of specialized experience equivalent to at least the GS-07 grade level.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Examples of Specialized Experience for GS-06: applying an extensive body of HR rules, procedures and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work; using current HR database systems to query, retrieve and analyze information in order to complete assignments. Assist customers in answering inquiries concerning job vacancies for which applications are being accepted. Assisting applicants with troubleshooting technical issues within the online application system. Assists with processes personnel actions and pre- and post-onboarding, including data or records management.
Examples of Specialized Experience for GS-07: appropriately apply Department and/or Agency Human Resource rules, regulations, policies and procedures when reviewing applications; provide technical assistance to applicants, managers/supervisors and HR co-workers; properly draft and finalize vacancy announcements adhering to established qualification guidelines; accept, review and rate applicants for clerical, technical and professional occupations; issue certificates of qualified candidates; process personnel actions in an automated system; experience using a variety of automated human resource systems.
Examples of Specialized Experience for GS-08: research and apply applicable Department and/or Agency Human Resource rules, regulation, policy or procedure to complete assigned project, or respond to complaint or problem; work with supervisor/manager on recruit requests which include provide assistance and guidance on job analysis, assessment questionnaire, hiring incentives; receive, review and rate applications; ensure assigned personnel, benefit and payroll actions are properly processed in an HR automated system; analyze and determine best approach to extract data from an automated system for various types of HR reports.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
