About the Position: The incumbent will serve as an Accountant at the ACS-G8-Comptroller in Fort Sam Houston, TX.
Duties
Serve as an Accountant responsible for establishing changes to the accounting programs, procedures and financial systems such as General Fund Enterprise Business System (GFEBS) and Global Combat Support System – Army (GCSS-A).
Provide professional managerial accounting analyses, advice, assistance, and systems administration to command program directors and financial managers.
Provides liaison services with Defense Finance and Accounting Services (DFAS) to reduce outstanding errors in prior year accounts.
Reviews unmatched disbursements (UMDs) and Intermediate Documents (IDOCs).
Resolve accounting problems surfaced by activities and financial managers and implements corrective measures.
Recommend alternative methods to improve efficiency or to enhance the quality of service provided to tenant activities and program directors.
Maintain distribution, status, and closeout of canceling year funds to ensure propriety, legality, and accurate reporting of congressionally appropriated and/or customer provided funds.
Generate Dormant Activity Reports – Quarterly (DAR-Q) to analyze with program directors for open dormant reimbursable orders and unliquidated obligations.
Serve as a user administrator to monitor user roles and assignments involving Governance, Risk and Compliance (GRC).
Responsible for granting/coordinating levels of financial management access in accordance with established internal controls.
Requirements

- Work may require travel no more than 10% of the time.
- Position requires incumbent to obtain and maintain an Official US Passport.
- Requires local, long distance and overseas traveling to events such as site assistance visits (SAVs) conferences, meetings, conduct training/ briefings, training opportunities, etc., w/in the Continental United States and overseas.
- Overseas locations include Central and South America, and the Caribbean.
- Travel to overseas location might require specific immunizations and training/certification IAW US Army South and Department of the Army Personnel Recovery policies.
- Incumbent must comply with DoD Foreign Clearance Guide, US Southern Command, US Army South, JTFs, and US MILGRP requirements for entry into and operations in country.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
- Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Accountant must be met first:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1). Evaluate and interpret accounting data, financial statements and reports, processes, accounting/financial systems to determine effectiveness of internal controls; 2). Update accounting ledgers to reflect current monetary values to guarantee funding for mission procurement actions; 3) Apply knowledge of financial management and accounting systems procedures to comply with policies and regulations; and 4). Review monetary reports using financial web-based applications to ensure accounts are accurately balanced.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
