THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC, Position Description Number T5025000 and is part of the HUMAN RESOURCES OFFICE- ARMY, National Guard.
This vacancy does not meet the criteria for appointment of annuitants.

Duties
As a HR SPEC, GS-0201-11, you will serve as a human resources advisor and technical specialist for employee relations, employee benefits, performance management, and compensation. Utilizes advanced knowledge of a variety of human resources management functions in coordinating actions for these programs. Oversees or accomplishes work through the use of a variety of automated personnel systems and programs. Manages, administers and provides advice on such programs as life and health insurance, leave, Thrift Savings Plan (TSP), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Long Term Care, and the Federal Employees Compensation Act (FECA). Counsels' personnel on such matters as pre-retirement, obtaining professional health/mental assistance, leave usage and situations of potential FECA abuse.
Requirements

- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Qualifications
GENERAL EXPERIENCE: Experience that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Must have knowledge of other HRO functional areas, i.e. Recruitment and Placement, Classification, Labor Relations, Equal Employment Opportunity, etc. for purposes of interacting and resolving issues. Must have experience developing and presenting employee programs and policies to management and employees to gain acceptance and understanding of findings and recommendations. Must have experience providing performance management, benefit eligibility, and management guidance for large and/or diverse ANG/ARNG organizations with varying missions. Must have experience resolving and advising on complex problems and issues that typically involve development and analysis of programs dealing with pay, leave, benefits, discipline and the rights of management and employees. Must have experience developing, modifying, conducting and/or overseeing the presentation of basic and/or refresher training in employee relations policies and procedures such as incentive awards, discipline, grievances, performance management, and retirement.
Education
