The Financial Accounts Technician position is located within the Finance Section of the St. Cloud VA Health Care System. This position supports all aspects of finance to Veterans Health Administration employees within the Health Care Systems.

Duties

Major duties include, but are not limited to: Analyzing documents from administrative and clinical departments for proper authorization and adherence to regulations (i.e. proper Fund Control Point (FCP), cost center, Budget Object Class (BOC), or appropriation). Reviews undelivered orders and accounts payable/receivable. Responsible for completing corrections and write-offs quarterly. Recording collections from deposit/collectible vouchers. Analyzes vouchers, invoices, claims, and other requests or payment for goods and services. Reviews documents for accuracy, adequacy, compliance with regulations, and justification of the action. Responsible for necessary actions (i.e. suspension of payment letters, vendor responses, documentation for transmitting doubtful claims/reclaims). Responsible for vendor inquiries regarding status of payments. Reviews, edits, and consolidates annual budget estimates. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds. Works consistently with a variety of customers including Veterans, caregivers, visitors, and medical center staff. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: Not authorized. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05; for a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify for the GS-05 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing various accounting, budget, or financial management support related duties or assignments; familiarity with various accounting, budget, or other financial regulations, laws, and requirements (i.e. applicable schedules, fiscal regulations, pay and leave rules, or documentation requirements); working with numerous financial systems and computer applications (i.e. Veterans Information Systems Technology Architecture (VISTA), VA Time and Attendance System (VATAS), Microsoft Office Suite). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed post-high school education and experience may be used to meet total experience requirements at the GS-5 grade level. Only education beyond beyond the first two years or 60 semesters hours will be considered (TRANSCRIPTS REQUIRED). You may qualify for the GS-06 based on your experience as described below: Specialized Experience GS-06: You must have one (1) full year (52 weeks) of specialized experience equivalent to the next lower grade level GS-05 in the federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position and is in the normal line of progression for this occupation. Qualifying specialized experience includes, but is not limited to: familiar with applying a broad knowledge of accounting, budget, or other financial management regulations, practices, procedures, and policies related to specific financial management functions; working with numerous government financial systems and on and off the shelf computer applications, (i.e. Financial Management System (FMS), Accounting and Procurement System(IFCAPS), VA Time and Attendance System (VATAS), etc.); conducting reviews for accuracy, adequacy of documentation, compliance with regulations, and justifications for actions taken. You may qualify for the GS-07 position based on your experience as described below: Specialized Experience GS-07: You must have one (1) full year (52 weeks) of specialized experience equivalent to the next lower grade level, GS-06, in the federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position and is in the normal line of progression for this occupation. Qualifying specialized experience includes, but is not limited to: experience with accounting, budget, and/or financial management; financial practices, procedures and policies; various accounting budget and/or financial regulations, laws, and requirements (i.e. fiscal regulations, applicable schedules, pay and leave rules, administrative rules associated with recording and tracking budgetary transactions, tax laws, entitlement rules, documentation requirements, schedules, deductions, etc.); analyzing documents from administrative and clinical departments for proper authorization and adherence to regulations; proper fund control point (FCP), cost center, budget object class (BOC), and appropriations; conducting pay and leave audits as requested.
